How to get my curly hair back?!

My hair use to be curly, but over the years it has become an afro!. I'm not African American, so it's strange!. I cut it many times, but still it grows back as an afro!. I want to grow my hair long, but I want it to be like my old curly hair!. What can I do it to make it curly like it use to be or even wavy!? I don't want to use gel!.
