Technically we didn't!. Al Gore got more votes the first time around!. But due to our backwards electoral college system Bush still got elected!. The 2nd time he was elected was because of the fear, uncertainty, and doubt he had put in everyone after the 9/11 attacks and the war in Iraq!.
