It is young, but I think that as long as you teach her how to wear a little make up now then its ok!.
If you teach her now how to use a little - maybe lip gloss and eyeliner then it will stop her wearing layers and layers of orange foundation!
Try to discourage it but she will want to experimant at being grown up so she will appreciate you teaching her!.
