Everyone has the right to use their body and spend their money however they choose, and if they choose to have and raise kids they have a right to that joy in life, and no one can tell them otherwise simply because they do not like the way they look!.
Looks are also subjective!. You might think you're good looking and you want to have kids, but how would you feel if the government arrested you under the premise that your neighbors thought you were ugly and had you sterilized!? Or what if the government forced your wife to have an abortion!?

What has a culturally-defined assessment of physical characteristics got to do with the ability to be decent parents or interesting people!? And, in fact, uninteresting people have as much right to existence as anyone else!.
Those defined as ugly now by those who like to judge such things might be seen as attractive in 500 years time - just as some who were found attractive 500 years ago, we now judge differently!.

Oh yeah and also, I have noticed that often, two butt ugly people will have a kid and he/she will be so goodlooking!! Its weird! also 2 goodlooking people can have a horrible looking child!. So you never can tell!.
