They are not the same unless that person is both a caretaker at work and a caregiver at home or elsewhere:
A caretaker is usually someone who looks after a property or building like a janitor!. He/she acts like a custodian!.
A caregiver is anyone who provides help to another person in need either with one's health, children, even errands or odd jobs!.
