Murals are art and the persons who paint them do so with the permission of the property owner!.
A friend of mine recently had his fence tagged!. It is not art but a sign to others to keep out of this neighborhood!.

I think that depends on the attitude of the property owner!. If it were my wall or fence, I'd be pissed off!. But, that's just me!. The interesting question that I want to answer is this:
