You could use Word!. If you go to "create auto shape" and just make the box (with whatever colored fill you want) then you could "send it to back" and use either clip art of the internet to get the symbols you want!. Then set those to "bring to front" and rotate them artistically!. THEN you would probably have to group those shapes together, and set the layout to "behind text!." THEN you could layer WordArt over the top of THAT, and type whatever you want to make your logo thing!.
I know that was a little vague,especially if you're unfamiliar with desktop publishing!.!.!. I learned all these skills recently in a computer applications class!. As long as you have Word (preferably a newer version but any version works) you should be able to do this!. If you have stupid Microsoft Works like I do!.!.!. Then I am very sorry!. Www@Enter-QA@Com
