I would say that she is very, very immature and needs to grow up!. Plus, if she is in a manager position, she should not be crushing on ANY of the employees, regardless of age!. That is exceptionally unprofessional (to say the least) and potentially grounds for a lawsuit about creating a hostile work environment via sexual harassment!.
