Working backwards:

--Light and heat!. The heat a sun puts out determines the availibility of liquid water, or if you're thinking of other fluids, it determines *what* fluids a life form would use!. Light helps determine whether or not photosynthesis will happen on the planet--whether plants and such can make energy out of sunlight--and where and how these things happen!.

--Size and variability of the ecosystem!. Simply put, you can't have fossil-fuel based technology and have it *work* if there aren't enough fossils around to *Make Fuel out of*!. No Dinosaurs = No Oil!. Imagine that!. Not to mention, without adequate heat, light and radiation, evolution is going to take *lots* longer to take place due to a slower rate of genetic mutation!. And smaller ecosystems are going to *force* things into a lower gear in terms of metabolism too!.

In short it makes intelligent life more difficult to evolve, harder to sustain, and limits the options any intelligent species might have, in terms of becoming *industrial*!.

--Which gets us to sapient society--since we can't really *call it human* if it's on another planet don't you know!. Basically, less heat and light slows things down, more speeds things up, all other things being equal!. In a low-light solar system, you can expect more of the population to be stuck in a low-effort type of civilization due to: lack of food, resources, and poor mood!. And if things get too dark, then people become *nocturnal* and regress back to bi-chromatic vision which has consequences for the development of things like *Literacy*, and making things with *small moving parts*!. Weak vision, or needing to use night vision only, makes both of these things difficult!.

But!.!.!.too much heat and light isn't so good either!. Never mind cancer risks from solar UV for a moment: if a metabolism speeds up too much, it can alter maturation rates, forcing a people to grow up earlier and *dumber* for want of time to learn social skills!. Go to your local book store and pick up *this month's* U!.S!. edition of _National Geographic_, the October one with the Neanderthal woman on the cover (yep, the redhead's a female, *lol*)!. also, too much light and heat can make land prone to becoming a desert, which is bad for agriculture and most likely *really bad* for both cities and industrial civilizations!.

And that's just the tip of the iceberg, really!.
