Answers:
Most company policies are a result of what corporate watchdogs perceive as a solution to an extraordinary expense that could have been averted had a policy had been implemented!.
Then comes some directive that prohibits certain things unless there are special circumstances or unless it is management that makes the exception to the rule!.
Sometime later, employees look at the policy and wonder at it's insanity, which oftentimes, really is insane in its application because it didn't get updated or revised with the times!.
Overall, probably #1 would most fit!.

However, in the example in the bank, the representative of the bank is an idiot to begin with!. If he doesn't consider cashing a check a transaction, his whole concept of banking is flawed!. Giving a validation would not only be expected, but it also would be terrific PR!.Www@Enter-QA@Com

Don't judge a book by its cover!.

A friend of mine went to a car dealership after work one day looking a little dirty!. The salemen walked past him and talked to a gentleman in a suit and tie!. My friend left and went to their competitor where he was greeted by a salesman!. He bought a Lincoln Town Car!.

I was an assistant manager at a print shop!. An older gentleman came in every week or two and got one or two copies of a fax joke!. He drove an old rusty pick-up truck!. I felt guilty for taking his fifteen cents, until I made a copy of his 1040!.!.!.his AGI was $190,000!Www@Enter-QA@Com

Policies in themselves aren't bad!. It is just when they are invoked for some and not for others is what gets me steamed!. ;-(Www@Enter-QA@Com

He did the right thing!. Cashing a check IS a transaction!. I used to go to the bank that my company used for their payroll checks, and they came up with a policy that they would charge $3 to cash a paycheck if you didn't have an account there, even if it was a paycheck from a company that had used them for their payroll account!. I always told them that they didn't have a right to deduct money from my pay; that my company put money in their account for the express purpose of paying for my services!. The tellers and even the manager told me that they were not obligated to cash my check; that it was a service they provided!. I told them numerous times that they WERE obligated to cash my check as long as my company had money in their account!. They also often asked me if I would like to open an account to avoid the fee!. I always told them, "HeII no! Why would I want to open an account with someone who is screwing me over!?" Www@Enter-QA@Com
