Affect (for example, "to affect one's decision") is a verb and means to make some kind of an impact or to change something or something

Effect in a noun (as in "sound-effects" or "it produced a strange effect"), is an outcome of a certain act!.

It is like "to advise someone" and "a wise advice"!.

Hope it helps!.
