i've been asked to arrange a surprise birthday party for a 23 year od punk rocker

you should make everyone dress up with mohawks (you can do this by first using hairspsray and following up with elmer's glue (it washes out fine)!. Wear fishnets with lots of safety pins!. Make sure you play some Ramones and sex pistols, play some Distiller's!. Have a fun cake that says something like, "You are to Oi for your birthday"!.Www@Enter-QA@Com
As punk happened more than seven years before the birth of your party celebrant (and punks never called themselves "punk rockers" - punk was the obituary of moribund rock music) then I don't think that your efforts have to be too authentic!
Basically get the guests to come in fancy dress and get hold of some favourite music recordings of the victim!. Avoid "Oi" as it was merely a johnny-come-lately and unpleasantly right-wing offshoot in the early eighties!.
You could go the whole hog with authentic records and graphics of the period but sound out the closer friends first!. also, authentic punks drank cheap lager but their principal intoxicant was amphetamine sulphate which I am told you can't get any more!.Www@Enter-QA@Com
