A man can shave whatever he wants to, above or below the belt!.!.!.of course!.
Body hair on men is more accepted in most cultures so leaving some hair below the belt is quite alright!. But if you look like one of the Geico Cavemen with leg hair as thick as a Man-Goat, you might consider trimming it down a bit!.
As a competitive swimmer in school, it was not uncommon for the guys to shave their legs!.!.!.but they had a real excuse!. It was all about reducing drag in the water and believe it or not, if it even accounted for a half second off your time, it was worth it!.
As for a man shaving his private parts, I think most women prefer a man to groom himself there, just as many women go to great pains to tidy themselves up in that area!. Shaving it all off down below for a guy might look a little weird, but consider this!. If you at least trim the shrubbery there a bit, it makes the main attraction look bigger!. Males in the porno industry do it all the time!. And yes, they go beyond trimming and pull out the razor to make some skin areas totally bare!. Give it a nice bob or a doo!. Approach it like a well groomed beard, but be prepared to keep it up every day because while some women might think a two or three day growth of beard on a man's face is sexy (the "Smugglar Blues" look), if you've got significant stubs and nubs aligning your Johnson, she'll take one look and and think "Cactus Man!.!.!.Yikes!"
