That depends on a lot of things!. I'll say I love you as long as I mean it!. I can take it on blind faith that eventually they will say it back!. Everyone has their reasons to withdraw and hold back!. Some people have been hurt bad, while others have done things their not proud of, and some people like to feel independent for their own sense of self worth!. I'm assuming you asked this because its relevant to your current situation so I just want to say have some patience!. Take extra time and care to understand their wants and needs!.
