You can apply for a low power station at the FCC. These aren't commercial stations so don't plan on making any money selling advertising with it. You have to be a religious,
non-profit, charity, or another kind of non-profit group with a good reason to have a radio station. They are difficult to get because they cost a ton to build and then a ton to maintain. You better have some deep pockets and a good line of credit because it will cost you a fortune for a transmitter and equipment to say nothing of the royalty fees you will need to pay BMI and SeaSac.
