Honestly, become more INNOVATIVE.
Commercials pay the bills and as annoying as many commercials can be, it is a "necessary evil". Especially if you want your station to remain on the air instead of airing less commercials with the possibility that if they can't stay financially afloat with their format, a station will change it to hit a target audience that advertisers will like.
Being in New York City, we have all of these radio stations that cater mainly to older folks (25-54) since those are the numbers that advertisers like. And whether they call a format "Fresh" or "Jack" or "Pete" or whatever with different variations of the same music, radio becomes stale. And with satellite radio and iPods in the mix, more people that have been disgusted by terrestrial radio are going over to either XM or Sirius for their music fix since it also caters to specialized tastes (such as 70's, 80's, dance, etc.) as well as downloading music and hearing them on their iPods.
If FM radio wants to save themselves from dwindling audience, they have to become more INNOVATIVE with formats. Allow for dance stations, old skool hip-hop, reggaeton or other inventive formats to settle in. With HD radio here, that MAY help spark an interest in FM again.
