Answers: Colin is mostly right. The owners of a station can change the format at will (as they did with KBIG). But they can't apply for a new station based on a bad format flip ;<)

Stations can choose to do it in hopes to gain a new audience or different advertisers. Sometimes it works, and other times it doesn't. If the station's ownership figures out it doesn't work, they can change the format back to what it was, or apply for a new station. They turned into a country station.
