It is not all mono, some stations like Classic FM and BFBS are broadcast in joint stereo. The arguement for the wide range of mono radio stations is that most DAB radios have one speaker as standard. It can also be argued that offering stations in mono would also offer a better balance between choice of stations and sound quality. A 96kbps mono radio station on DAB would have to broadcast at 192kbps stereo to offer a comparable sound quality. This is a much bigger slice of the DAB multiplex capacity.
