Almost anywhere. iTunes has several stations streaming for free, and almost every radio station has a site where you can listen for free as well. Even my college radio station has free online streaming.

Pandora is simply a radio that plays things that contain similar musical qualities to the things you like.

Last.fm is a place where you can track your musical tastes, and it generates your own personal charts (weekly top artists, overall top artists, top tracks, recently listened tracks, etc.) Basically what you do is download their software and it connects itself to whatever player you use on your computer to listen to music, and that is how it tracks the stuff you listen to (but first make sure that you correctly label your file ID3 tags.. like the track name, artist name, album name, etc.). After you've played a certain amount of tracks, they will generate "neighbors" for you (people who like the same artists you do) as well as your own personal radio, a recommendation radio, and a neighborhood radio.

What I like about Last.fm is that because everyone contributes to the artist pages that are created on Last.fm (when you track an artist that nobody else on Last.fm has listened to, then that new artist page is created), you can discover more independent bands as opposed to Pandora. Also each artist page on Last.fm has a shoutbox so you can interact with other people there and share recommendations. Last.fm calls themselves a "social music revolution" and I think that's the perfect way to describe it.
