XM radio is satellite radio, so you can get it wherever you are. you just need to buy the receiver and you should be able to get in regardless of where you are.
You should be able to receive XM signal in New Zealand, but you have to sign up in the U.S. or Canada. You might try WorldSpace, they are another satellite radio company.
