Satellite!. Radio transmissions are straight line!. Sat comes from the heavens, and as long as you don't have a tall building in your line of sight or immediate trees, then the signal can get thru!.

Depends on the terrain of the hilly area
If it blocks the sky with trees or mountains Sat radio will not get into certain areas!. (XM is actually worse for this as you must see the southern sky, Sirius uses roving satellites and will actually give a signal occasionally even though somewhat thick terrain occasionally)
Fm transmitter is line of sight and if you basically don't have sight (hill blocks sight) no FM transmitter
UHF is technically better in a hilly area (UHF TV !.!.you know them channels from 14-51 in the US!?) as it will bend around obstructions
But on the broadcast medium, you will have fades if far from the transmitter but I find AM covers the best in any terrain
So if you can see the sky Sirius sat radio, if not AM broadcast band

Obviously Satellite!.
Satellite has A LOT more coverage than radio transmitter!.
Radio transmission can probably only cover a county or two (and not the whole county)
