He allows mysterious "shipments" to flow through his control of the docks. That is about all they have ever alluded to. As to what kind of criminal? I would say Smooth and Cool.
I am glad some one remembers that Sonny is a pedophile. It is amazing that he is allowed near Michael Morgan and especially Kristina. I would image that Jason and Sonny still deal in women, though they say they do not have prostitutes they likely do a brisk business in Internet porn. They also control the Port Charles unions though fear and murder. The shipments are illegally made Chinese goods many of which have killed small children because of the defective parts.
The writers of GH are so biased in the area of Jason and Sonny that they do not even care to show that criminals are indeed criminals

He is in th protection racquet. He did not bring in drugs but he did have a partner who did. He is definitely into gambling. And I am pretty sure he is into robbery as well.
They usually only refer to his shipments but never realy say what they are. He doesn't run drugs or guns, he controls the docks of PC. Jason was not working for Sonny when he ran the strip club, he was still Jason Quartermaine. Jason didn't start working for Sonny until after he went to college b/c he was taking med classes when he had the accident with AJ. Karen(teen who he hired to strip) used to be Jason's high school girlfriend. Sonny legally is a coffee importer.
