The Wonder Years hasn't been released because the cost to purchase the rights to all the songs featured throughout the series is too high.
There have been 2 small collections of various episodes released: "The Best of WY" and "Christmas WY", but the full series won't be released unless/until some company pays however many millions of dollars for the song rights. You can purchase bootleg copies of the entire series from various websites for a decent price if you really want it though.
They have I have borrowed it from the library @ least one of the seasons.
