What episode did this simpsons quote come from?!


Question: okay answers community, this is gonna be a tough one, i promise that.. i already searched google in a million different ways with a million combinations of words and phrases, but to no avail.
anyway, the quote is from some simpsons episode, and it is a random no-name character who says it, and the location is Moes Tavern. the random person says a line something like this:

"that will teach those politicians to cut support for HDTV!"

while the actual line may be in reality much different, i know it envolves a man being angry at politicians for their lack of support of the HDTV format. the quote is from season 10 or earlier.
the joke itself is quite obscure, because most people even know what HDTV was at that time (the 90s) , the big TV companies were lobbying congress to support it in the future (their payoff is in 2009 when all stations have to broadcast HD) anyway, most people wouldnt understand the joke at all, but i just want to figure out what episode its from,

I THINK that's "The Trouble With Trillions" from Season 9.

By the way, that character's name is Charlie. He works with Homer at the power plant.
