The UK and Australia use the PAL (625-line resolution, 25 frames per second, or fps) broadcast standard!. The conversion process to the American NTSC standard (525-line, 30 fps) has several side effects including the hazy look you wonder about (another is a 4% speed-up in the audio pitch which most competent engineers fix during conversion)!.
