Assuming you mean Stan Laurel of Laurel and Hardy (the only Stan Laurel I've heard of), then yes, he was born in England!. He was actually born in the town of Ulverston, which was in Lancashire at the time but which is now called Cumbria!. Cumbria is in the extreme Northwest part of England!.
