It's the mark of the wolves meaning that this person can use or control or has wolves dogs & that kind of animals & it's a Japanese myth.
By Kiba is it a tatoo which symbolizes, that he belongs to Inuzuka clan (his mother and sister have it too).
Not sure I guessing it just mean that a clan is that has a group of wolves/dog in there clan and they use the red mark to symbolize it. The symbol could very well be a universal symbol used. For Kiba the red mark that he has mean that he is part of the Inuzuka clan.
