The Dr. Seuss character? On the first page he had a sign saying "I am Sam." Then they switched the words to interest children and to rhyme. It also sounds a bit cooler than "I am Sam" because "I am Sam" just states that he is Sam; most small children haven't heard about reversing the words before.
And, if he went around holding a sign saying "Sam" it would be just silly. The picky eater in the story said "That Sam I am! That Sam I am! I do not like that Sam I am!" If he left out the "I am" parts it would sound crazy. ("That Sam! That Sam!...)
