Like the heroes in your Marvel question about the good guys, I don't think any of the bad guy's in the DC universe could form a successful team!. They would fight amongst themselves to be the leader and never learn how to coordinate!.
The bad guy's best bet would be to do what they generally do!. They stay apart and divide the attentions of the good guys!.
