Astrologically speaking, Leos are the natural born leaders. Female Scorpios tend to be hellcats in bed (from personal experience, female Scorpios also have this special foot-in-mouth disease, where the wiring in their brain goes a little wacky and they tend to say things a little opposite of what they actually mean.) There's slight differences between male and female Scorpios, but high intelligence seems to run in both genders. Any male Scorpio that I've ever met has been pretty meek and a little on the dorky side, but the females tend to be very strong characters.
My roommate is also a Leo, and she's held several management positions and likes to organize things for other people to do.

I don't think any politician can be trusted enough to lead anyone anywhere. But between a scorpio and a leo, leo's are all about the leadership, hands down. Scorpio's have been known to be rather intelligent at times, but they can also be just as spiteful in the same breath. Plus, I wouldn't mind a female president so much, but I don't consider Hillary a female so much as an 'it'. Mostly because she's a politician.

Leos are good for leadership, and are the sign of education, making thirsty for knowledge. HOWEVER...Scorpio rule politics. They understand what it takes to get to the top. So, even though Barak would be a great leader, Hillary will be sure to be heard and will stand out more. She is also better with her words (astrology speaking). Great question!
