The "Charleston Line" is a product of the 1993 movie "Swing Kids" and wasn't done during the jazz or swing era's.
The choreography for the movie was inspired by "The Big Apple" which was a dance craze in the late 1930's where a caller would yell out certain jazz steps that people would do while in a circle (one of the jazz steps would be the charleston).
Frankie Manning, a member of Whitey's Lindy Hoppers, choreographed a version of the Big Apple that appeared in the movie "Keep Punching" where the circle eventually moves into a line and is finished with some kind of exit (the exit varied depending on the performance).
