The first is Fortress. Oh, hell, James Garner starred in the latter...Dead Silence, an excellent made for HBO feature!

Dont know about the first movie sorry but I think the second may be called " A Maiden's Grave " about a school bus of deaf kids taken hostage by escaped cons. Based on the same titled book by Jeffrey Deaver who wrote " The Bone Collector "
