Question: all i remember about this movie is that it is basically the romeo and juliet story except it deals with fairies instead of humans.Another thing that i remember about it is they had to use a frog in order to get into the castle "romeo" and "juliet" meet in.

It sounds a lot like "The Magical Legend of the Leprechauns", a 1999 TV miniseries. Let me check further.

American businessman Jack Woods rents a cottage on the enchanted Emerald Isle which is occupied by a family of leprechauns. Leprechaun Seamus Muldoon's son and son's friends crash the fairies' costume ball and Muldoon's son falls in love with fairy Princess Jessica. This has your Romeo and Juliet story; but, Romeo is a leprechaun, and Juliet is a fairy. And, this has human beings in it, too.
Perhaps I don't have this at all correct, so I'd better keep looking, unless one of the other answers is correct. "Legend" definitely isn't what you are describing.
