And in the new Akon's song Wanna Be Starting Something he says it too
Anyone knows why they said that and what that means (if it has a meaning)!?

Yes, in fact 'Wanna Be Startin Something" was originally done by Michael Jackson and that's where the whole part came from!. Akon just did his own version, and Rihanna did use that backtrack in her song!.
