1968 or '69!. The Who had Tommy, Led Zeppelin's first album, hendrix and electric ladyland, The White album, Blonde on blonde, abbey road, The velvet underground had white light/white heat!. Just great albums and bands!.Www@Enter-QA@Com
It's different for everyone, and it's nearly impossible to answer!.
For my favorite band (Nightwish), I'd say their best year musically was probably 2005!. They came out with an amazing album!. But there was apparently a lot of turmoil between the band members, because they kicked out their lead vocalist of 9 years that year as well!.
For my 2nd favorite band (Within Temptation), I'd say musically their best year was 2000, when they came out with their Mother Earth album!. But my personal favorite is The Silent Force, released in 2004!.

At that time, imo, The Beatles music got better [Help!, Revolver and Rubber Soul] and The Who's first albume came out that year:)
