If you see a neighbor, abusing their Pet. How do you react?!

Get a video camera and film it, shout something like "SAY CHEESE!" at the end, so you have they're startled expression on film and send it to the RSPCA.

I cannot stand idly by while an innocent animal is being mistreated. First I would 3, then I would 4.

I would report it immediately. Hopefully,everyone would report child abuse. Animal abuse should be reported as well.
*Stop it & report it! I would have the pet removed ASAP! I actually have done this! With my connections to animal control I had them here the same day "it" happened! Neighbor no longer speaks to me but who cares!
Definately report it! And tell them that youare aswell. Here in Australia you can go to jail for that and rightly bloody so!
