When people grow up and take responsibility for their actions, personally, I don't see that happening any time soon..
There isn't any possible way to make everyone in the US (or any other place for that matter), get tested even once. Nor is there a possible way to make everyone be open with their partners. Unfortunate, but true.
I have been tested before, after I found out that my boyfriend had been cheating on me with basically every woman he could find. (And yes, I quickly dumped his sorry bum.) So as soon as I found out I scheduled an appointment, just to be safe. Thankfully, I didn't have anything. He was the first person I had sex with, so I never had one before that. I have never slept around, nor will I ever. I am very careful about who I date, and I never have sex with someone unless I have been in a very committed relationship with them for quite some time.

Free iTune cards when you get tested. lol I'm teen that's a virgin, so no, I don't get tested. lol I just want an iTune card. Plus usually bribes work with things like that. Like, who doesn't want free iTunes? I do!

I've always been open with my partners before that. I chose carefully who I wanted to be with. Maybe if people were a little more picky the problem would be a bit better.
I agree that the ideal would be for everyone to do as you suggest...but in America, people get real upset about being TOLD what to do (Good Lord, does anyone remember when President Ford wanted the schools to teach the metric system? I thought there would be another civil war over that)
Maybe a better solution would be more widespread condom use? Which is another issue because the Jesus freaks think having condoms available makes sex easier and SEX IS BAD (Their words not mine)
Oh goodness, I am going on and on....I guess what I want to impress upon you is that there is NO easy solution....when the concept sounds too simple (like yours) it usually is for us silly Americans.

No everyone has the need to be tested for such things. Of course, there should always be truth between partners.
