70.08% - BUT this is not 'constant! The atmount of moisture in air, both thru' cloud, humidity and other less 'draining' sources - althogh small in comparison to that on the surface..- is considered!! Also you don't say whether you mean water within the earth's crusts and core is pertinent!???
