To be honest(I know I'm gonna get a lot of thumbs downs) I don't think it is at all. I mean, it's BELOW sea level which isn't good. Then it was built on marshes, not the greatest place to build at all. I wish they would have just given up on that city after Katrina hit it. It's just waiting for another hurricane to hit it.
