On naruto why doesn't the rasengan need hand seals?
Answers:
Here is my theory on that.
The Rasengan is basically a move that requires concentrating a large amount of chakra on the user's hand. The way to concentrate it in such a small place is to spin it to keep it from dissipating, therefore it isn't a regular jutsu that would require seals to give meaning and shape to the chakra used.
This is just my opinion formed from watching way too much Naruto.
