That is determined during sweeps months, which are November, February, and May. During those months the networks battle for the highest number in ratings. The higher your numbers, the more you can charge until the next sweeps month. That is why during sweeps months, there are rarely any reruns, and television get very very competitive.

The Network/station NBC, CBS, ESPN, ABC, FOX, TNT, etc. sells "air time" to advertising for businesses, thus providing them with the money needed to fuel all those great shows we watch (not shows like desperate house and Grey's Anatomy), the more commercials they show, the more money they make. Which also answers the age-old question of: Why on earth do they keep that show about McDonald's on TV despite the fact that its the least entertaining thing I've ever seen.
