Eric Cartman. His racism is already hilarious, and then you throw in his "Dog, the Bounty Hunter" impression and you can't really beat him.
I also like Tweek. When anyone calls him and he wasn't expecting it, the scream he does is funny as anything.
And in later seasons, Randy (Stan's dad) has really grown into an extremely funny character himself. "I'm not an R-tard."
And he holds the record for the biggest sh*t ever, bigger than Bono himself.
