No, Doctor Who has not been cancelled!. After Series 4 (which finishes in two episodes time) there will be a break from the usual 13 episodes in 2009 because David Tennant (the Doctor) is playing Hamlet for the RSC!.
Instead of a full series, there will be four long specials spanned across the year instead with the Doctor still being played by David Tennant!.

The show currently airing is on Series 4 right now!.
The entire series 4 and its corresponding 2008 Christmas Special have already been filmed and are being aired this year on schedule!.
NEXT YEAR (2009) the show will consist of 4 brand new episodes shown thru the year!. They've been completed/filmed starring David Tennant as the Tenth Doctor alone without a companion!. He has not been signed to return as the Doctor after that!.
That's all the info we've been given on the future of the show (!.!.!.according to the BBC press office and David himself)!.
