He is prelingually deaf!. He was either born deaf or went deaf at a very early age and was not able to acquire speech normally!. As a child, one develops speech and this happens because we hear people talking on a daily basis-- we learn to talk by listening to others talk!. If one is deaf then obviously they cant hear others talk and leaves their speech undeveloped!.
