I think all that is a reach!. However, looking up Joe Buck's daughters' ages, it is a possibility!. I tried tracing school history, spousal/relationship history and came up with nothing!.
Concerning the characters' names:
I found this from imdb concerning Andy Breckman, creator of Monk!.: "The children from his first marriage are Joshua (eldest) Rachel (second) Julie (third)!."
He got the name for Julie from his third daughter from his first marriage!.
